Question about meeting invite tracking

I just learned something new. I thought that when a person accepted my
meeting invite their response would show up on my Tracking tab whether or
not they checked the box saying to send an email with their response...which
doesn't seem to be the case. I've been thinking that when they had the word
NONE in the tracking tab it meant they had ignored/deleted my invite. But
apparently if they accept the invite and don't send the response I just
don't find out about it.

Is there a setting in exchange (or somewhere in outlook) that would show
them as ACCEPTED in my tracking tab even if they accept my invite but don't
send the acceptance to me? I would think that since we are all connected by
the exchange server it would be possible.

No. The tracking mechanism depends on email messages to work.
