Question about manifest files

I can't find these manifest files on the XP Pro CD, and they are missing
from my hard drive. Are these files created during Setup? If so, what
would be the simplest way to have XP recreate them.

\WINDOWS\WindowsShell.Manifest
\WINDOWS\system32\logonui.exe.manifest
\WINDOWS\system32\ncpa.cpl.manifest
\WINDOWS\system32\nwc.cpl.manifest

Those manifests are not included in WinXP explicitly. System files that
need them build them directly into the binaries as resources. The
externally exposed manifest files in WinXP are in
%windir%\winsxs\manifests. Several other applications including the .NET
framework ship them in other locations.
