Question about Backround image (Wallpaper) and DSL

This is a problem I've been having for awhile, when I try to change the
Desktop picture (backround image, wallpaper whatever it's called) The whole
box is grayed out and wont let me pick any of the options.
OS: Windows Xp Home

Also I have verizon DSL and windows notices it as the second LAN connection
and shows it as connected but for some reason wont let me make it the default
connection so I cant use the net, do I have to call Verizon for this?

2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3
