Question about archiving in Outlook 2003

If a user doesnt want to delete their messages in Outlook, but we want to get
them off the sever we would archive them to their personal folder on a shared
drive that is backed up? Basicly we have a user hogging up a lot of space on
the Exchange server and we would like to archive their older messages, so we
can reduce their mailbox size without getting rid of the messages. Is this
the correct method?

Yes, except that storing .pst files on a network drive is an unsupported
configuration that Microsoft says can result in data corruption. The .pst
file should be local.
