Q824145 Scrolling Bug

I have seen a number of posts from MS-MVPs that
say "Microsoft is aware..." of the scroll bar problem that
was introduced by patch 842145. Does anyone know if and
when Microsoft intends to release a new patch that closes
the security problem without breaking scrolling? I was
annoyed enough that I uninstalled the patch. Now I am
getting regular warnings from Automatic Update that I
should install it again, however I see nothing that makes
me think that the patch has been fixed.

They intend to release it when they get done writing and testing the fix.
As far as I can tell it has not yet been released.
