Puzzled by simple MPH calculation?

A1= -distance-
B1= -miles per minute- or I can use C1= -time -
D1= -mph-

A1=12.5
B1=0:02:00 OR C1=00:25:00

Well, if B1 equals miles per minute; then the formula for miles per hour would
be B1*60. But 0:02:00 is a funny way of expressing miles per minute. What
does that format mean?
