Put comments on a locked spreadsheet even though cells not locked

How do I add "Comments" to a protected work sheet. The cells I am trying to
add comments to are not locked but I still can't add commetns.
 
When you protect the worksheet, allow users to edit objects, and you'll
be able to add comments to the worksheet.
