I have downloaded publisher 95 onto windows XP and when I
go to make a card it says it is not able to open it
because it is not downloaded properly but all the other
things work and this works on another computer

I assume when you say "downloaded" you actually mean "installed".
Therefore I conclude that the error message is telling you it was not
"installed" correctly.

Get the install disk (cd?) for Publisher. Suggest you un-install it
using the Control Panel application call "Add or Remove Applications".
Then install it again. Take care to read all the dialog boxes to
install correctly. Also, you probably need to be logged in to XP as
Administrator to do this process.

Publisher 95 is quite old. You might have to use XP's Compatibility
Wizard to get it to work. Read about this on your computer.
