Public User Folders - delete?

Windows Vista Ultimate OS

I have 2 User folders BChat and PUBLIC
In Windows Explorer the Public Folders appear in 2 places

Desktop\Public - right click - no delete option
and
D:\Users\Public - right click - has delete option

How do I delete the PUBLIC folder, or do I have to delete
the Public User somewhere?

AFAIK, Public doesn't have an User account, it's just a folder to share
files among users on the Vista computer.
I don't know if you can delete it..

I can delete the Users\Public one, not the Desktop\Public one.
I don't know if they come back automatically or not.
I wanted to get some more info before I went too far.
