User wants ability for a message that is in a public folder being read to not
be available to read by any other user & once it is read show the item as
read so no one else will try to read and work on the same email ?

There is no opportunistic file locking in Exchange/Outlook with regard to
mailbox or public folders. How is the mail getting to the public folder? If
it's being moved or copied by someone into it, you can set the permissions
on the PF so that users can only change their own items....if it's a
mail-enabled folder that gets mail directly, you can't control this easily.
