Public folders query

I have created a public folder in outlook and I have domain admin rights yet
in outlook (2003) or Exchange 2003 (SBS2003R2) I cannot see the
administration tab in the PF's properties sheet.

Domain admin rights don't necessarily give you Owner permission on the folder, which is what you need to administer it. Check the client permissions in Exchange System Manager.

but i could change ownership in the ESM to administrator, correct?

Exactly. If you run into problems doing that, ask in the microsoft.public.exchange.admin group.
