PST File Size Discrepancy After Compacting

I am using OL 98, Internet Accounts Only, on Windows 98 SE. I only have one personal folder. I use Outlook strictly for email

Here's the issue: Even after deleting emails and compacting multiple times, my pst file as reported in Windows Explorer is always about 10% larger than the personal file size reported in Outlook (by highlighting "Outlook Today - [Personal Folders]" in the folder list and checking Properties). For instance, I just now compacted (gave it three tries), and find that in Outlook the Personal Files size is reported as 80871K, while in Windows Explorer the outlook.pst file shows 89001K

Any thoughts on why this is happening and if there's any way to further reduce the actual pst file size (preferably so it matches what Outlook reports)

The two values will never match because of two reasons...

1) There are hidden items that keep track of views and other management
functionality that isn't included in Outlook's value and

2) The compact function keeps approximately 4% of whitespace for additional
growth
