PST file has reached is maximum

I'm getting the message

The file c:\My Documents\local folders.psthas reached its
maximum size. to reduce the amount of data in ..... select
some of the files and permantantly delete them (Shift +
del)...

trouble is.... that message also comes up when a hit shift
+ del....

is there any way to rebuild the file?
is there any way to enlarge the file?
