pst and memory

my w2k still works slow, though I have just fromated the disk and
reinstalled w2k and applications I use from the scratch. Also I often get a
message that my virtual memory runs out. Process Manager shows running
processes eating about half of my 256 Mb memory. In particular OUTLOOK.EXE
takes only 26 Mb
However outlook.pst file is about 450Mb. I wonder if the whole outlook.pst
is loaded into the memory when Outlook is running?
Also if I wanted to keep my existing pst, but to replace is with a new one,
how do I create a new empty pst?

What happens if you increase your virtual memory? Try making it twice what
the RAM is.
