Hi Dan,
Lets try to find out what is calling psapi.dll. Run Regedit and go to
HKLM\software\microsoft\currentversion\run and see what applications are
loading there. Check to see if one of the applications loading are from an
application that you have attempted to uninstall. If you find such an
entry, delete it from the Run key.
