Is there a way in Windows Vista to disable one administrator from
being capable of accessing another administrator's files?

Not and leave both of them with administrative privileges, no.

Can one administrator encrypt his own files so that the other administrator
can't acces them?

Yes, as long as we're speaking of administrators on the local machine
only, and not administrators of a domain of which the computer is a
member.

However, encryption does bear some risks, so use it carefully. Also
EFS is not supported on any of the Vista Home editions. The KB Article
below was aimed at Win2K and WinXP, but the general guidelines still apply:
