Protecting Form help?

I have created a form in Word 2003 and have protected the form. Under Edit
Restrictions I checked "Allow only this type of editing in the document" and
selected filling in forms. Everything works the way I would like it except
if the person filling in the form hits enter it adds a line to the form. I
only want them to be able to enter in the fields and not be able to change
anything else. What am I missing? Thanks for your help.

Insert a table, and put each form field in a separate cell. Go to Table > Table
Properties > Row and set an Exact measurement for the row height (it can be the
same for each row or different for each row, your choice).

That won't prevent people from hitting Enter, but if they do then the cursor
will "disappear" below the bottom edge of the cell instead of moving the rest of
the form. Most folks are able to take the hint. :)
