Prompt user to change password beofre expiration

Our DC is not prompting users to change their passwords
before it expirs. The system by default is set to prompt
users to change their password 14 days before it expires.
Any info what is happening.
 
Are the users logging on to the domain on the lan or they using some VPN or
Remote solution?
