programs won't run

Recently some of my programs -- most (all?) setup (installers) and one or two
applications -- won't start. I get a similar message regarding my "temp
folder" as variously "invalid", "write only", "full", etc., none of which are
true. Most times it refers to WINNT/TEMP; other times to /......./Local
Settings/TEMP.

Also, but maybe unrelated and not as important, though began around the same
time, my file delete process sometimes runs very slow.

I've run updated Ad-aware, Spybot (usoft), anti-virus, and hijack this --
nothing. I have a P3 at 600MHz with 256MB running WIN2000, SP4. Any ideas??

try creating a new Temp location.

Create a folder in the root of the C: drive called TEMP
Right click the My Computer icon
Select Properties
Advanced tab
Environment Variables button
User variable box edit temp and tmp locations to c:\TEMP
System variable box do the same

Reboot

That didn't work, though I didn't create a new folder, rather pointed the
variables (user and system) to C:\TEMP instead of C:\WINNT\TEMP. Here's a
literal sample of the messages I get, though they vary: "Error! Unable to
create a temporary file. Setup aborted. The process cannot access the file
because it is being used by another process."

C:|TEMP does function for some other stuff, as did the previous temp file.

But if you did'nt create a c:\temp folder how is the system able to store
temp files? Try again but create the temp folder

Sorry, both folders already existed but environment pointed to C:\WINNT\TEMP
until I changed it C:\TEMP. btw, some other error messages have implicated
the TEMP folder in the Documents and Steeings\....\Local Settings folder, if
memory serves...
