Programs will not run!!!

I keep getting the same message over & over -- Application has generated an
exception that could not be handled

When I choose to debug, it comes up with "cannot find JIT debugger. Error
code )0x2 (2)

cordbg.exe !a0x.....

Please check Event Viewer for Warning / Error Reports in the System and
Application logs for the time of the error and post copies.

You can access Event Viewer by selecting Start, Administrative Tools, and
Event Viewer. When researching the meaning of the error, information
regarding Event ID, Source and Description are important.

Part of the Description of the error will include a link, which you should
double click for further information. You can copy using copy and paste.
Often the link will, however, say there is no further information.

A tip for posting copies of Error Reports! Run Event Viewer and double click
on the error you want to copy. In the window, which appears is a button
resembling two pages. Double click the button and close Event Viewer. Now
start your message (email) and do a paste into the body of the message. This
will paste the info from the Event Viewer Error Report complete with links
into the message. Make sure this is the first paste after exiting from Event
Viewer.

Well i can't get to the Administrative tool's.
How can i get there?
I tries doing many things that help mt computer but I can't get to
Adminstartive tool's.
Yes, the user I'm using is a admisrtative user.

To open the Event Viewer...
Start | Run | Type: eventvwr | Click OK

To add Administrative Tools to the Start menu...

Classic Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Select Display Administrative Tools |
OK | Apply | OK

XP Start Menu...
Right click the Start button | Properties | Start Menu tab |
Customize button | Advanced tab | Under System Administrative
Tools | Select Display on the All Programs menu and Start Menu |
OK | Apply | OK

Administrative Tools folder is empty - Windows XP

But when i say to send it I get a message sayin (from Windows Help center)
"There is no additional information about this issue in the Error and Event
Log Messages or Knowledge Base databases at this time. You can use the links
in the Support area to determine whether any additional information might be
available elsewhere.

Post a copy of the main part of the Error Report here. Wesley or I or
someone else will try to assist with interpretation of the Report. Many

solutions being found.

here is what i got in event viewer:
Application popup WinXP Manager.exe - Common Language Runtime Debugging
Services : Application has generated an exception that could not be handled.

Process id=0x178 (376), Thread id=0x99c (2460).

Click OK to terminate the application.
Click CANCEL to debug the application.

manager.exe is a process belonging to the BargainBuddy advertising program
by eXact Advertising LLC. This process monitors your browsing habits and
distributes the data back to the author's servers for analysis. This also
prompts advertising popups.

Update your antivirus software and run a full system scan.

Do the same for whatever anti-spyware applications that you have.
