Programs will not boot

will not open programs.i can click on desktop icon or try start menu and
programs will not load.i did get the control panel to open but it just keeps
searching for programs in it.also will not shut down thru start menu.have to
hold button on computer for a few seconds or turn power off to get it to shut
down.
any help would sure be appreciated.
