If your installation for Cisco is a .msi file (Windows Installer) then
something is removing a file that your Cisco VPN needs and so Windows
Installer detects it and attempts to re-install. There are two things that
you can do depending on the conditions:

1 - If the VPN is working correctly if you cancel out of the installation
(this will take some doing for it will keep attempting to install). You can
use Windows Installer Cleanup utility to remove the installation from the
database and it will not annoy you again. This is a stop gap solution.

2 - Find out what file(s) that are being removed and which program is
removing it then stop that program from removing the file(s).
