program to stop hard drives

Is there some software that will make a hard drive stop spinning? I
know that you can set the delay time in windows with "Display
Properties" Energy Savings, but would like something instant.

An analogy would be the program Monoff, which turns off the monitor when
executed:

Not instant, but will reduce the time to one minute instead of three
(as in Windows 98, or my BIOS?). No longer supported as the homepage
no longer exists. Win 9x,NT,2000. Shareware, 30 days.

Must have changed since I used it. (Or maybe I'm thinking of the wrong
program)

I remember being able to put a drive to sleep instantly via the tray
icon.
