Program to put captions into a video file

I'm looking for a program which will allow me to put captions inside a
frame in an AVI (it's a AVI of various products, and I want to
highlight the product with an arrow leading to a caption giving it's
description). Preferably, the AVI should freeze on that particular
frame for a certain amount of time so that the viewer can read the
captions, and then move on.

If freeware to do this isn't available, what $ware would?
