Program Menu difficulty

My system has stopped allowing me to right click or drag from the program
menu to desktop. Any ideas why or what I can try to get it working again?

I can still open programs from the menu, but I can't sort the programs or
drag from the menu.

I am operating XP Home on a Dell laptop.
 
You need to enable the "Enable Dragging and Dropping" Option in your start
menu properties. Follow these steps:

Classic Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Enable the option "Enable Dragging and Dropping."

For New Start Menu:
Right-click Taskbar, Properties, click Start Menu tab, choose Customize
Click "Advanced" tab and enable the option "Enable Dragging and Dropping."

That fixed the difficulty, thanks Ramesh. I had changed my profile. What I
learned from your comment was that the "drag and drop" was enabled in the
Start Menu view, but not in the Classic View. I have turned it on for both
now and it works fine.
