Program loading slow with XP

Hello Everybody
Over time, Windows XP has gotten slower and slower to load programs.
Once the programs are loaded, however, they are very responsive. Is
this a bug in windows that slows it down over time? I have tried to
treat all of the obvious causes but with no success. I have checked
the drive and files for problems, defragmented the hard drive, scanned
for virus', adware and spyware and everything came up squeaky clean.
Is there another problem I havn't thought of or is this the nature of
the program. I welcome any suggestions.

No it's not the nature of the OS and not a bug in XP. There are many
