program access for users

how can i change program access for users on specific
programs. for example, from the administrator account i
can change the date/time properties and look at the
calendar, in my user account i can't do this - but i want
to be able to!

Other program's configuration settings arent saved when
accessed from the user account, but they are from admin.
can i solve this as well?

You can modify the program access for users using the Group Policy Editor
