procedure entry point - KERNEL32.dll

The procedure entry point NeedCurrentDirectoryForExePathW could not be
located in the dynamic link library KERNEL32.dll .
I get this when I run cmd.exe from the Start/run box. If i enter the path in
the run box it works.
I am running Windows XP Professional sp2. ANy help would be appreciated.
