Problems with transfering PDC emulator role

I just upgraded my domain from NT 4 and everything went very smooth, hovewer
i have one issue which i cannot figure out. We have 6 sites connected via
fast site to site links, each site has a BDC, the corporate hedquarters has 3
domain controlers from which two are 2003 DC and one is NT 4 BDC. When i did
upgrade of the domain i started with PDC at headquarters and then I added
another box as a DC. I did not upgraded BDC at remaining sites, i tested the
replication and everything seems to be OK. However upon attempting to
transfer PDC emulator role to second DC all my BDC in other sites fail to see
it it, and replication fails between 5 sites but the remaining BDC at
headquarters sees the secon DC as a PDC. I checked the wins and and the
secondary DC is listed in there and 5 BDC can ping the secondary DC by name
so connection is ther it is just weired that they can not see it as a PDC
after i transfer the role. If anybody can help me with this i would greatly
appreciate it, thanks in advance.

I did what you asked and I run both tests on my both 2003 DCs and they all
PASSED, not a single problem. I forgot to mention in my previous post that
initially after I transfer the PDC emulator role all BDCs are synching with
it and when you connect remotely to them and run server manager they will
show second DC as being primary but 10 minutes later they all report that
they cannot find domain controller for the domain with the exception of the
one that is in the same office as DCs.

I found solution, I realized that my first DC had a SP1 installed but my
second one did not, so i decided to brought up another DC but this time I
installed SP1 so that it had the same SP level as my firs DC and then I was
able to transfer the role successfully. Thanks for all your help.
