Problems with time settings (European Style 0.00-24.00) in MS Antispyware-toolfor scheduling an auto

I discovered some problems with the automatic scheduled time-settings of
a MS Antispware-Scan.
Altough I can change the time settings to e.g. 20.00 (that is 8.00 p.m.)
it will NOT save the changes I made in the box, it turns automatically
to the appropriate morning time. (E.g. when I try to save 20.00 for
scheduling a daily scan, after I press "Save settings", the time will
change automatically to 8.00 a.m.!)
Is there any workaround available? (E.g. directly enter the time in the
registry?) Have you ever noticed similar problems than described above?

This bug is seen on any system with a 24 hour clock format set.

To work around it, reset the clock format to a 12 hour format, set the
schedule time to the desired afternoon time, then reset the clock format
back to the 24 hour format.

If you are not using a 24 hour format in English (United States) locale, a
quick way to accomplish this is to reset the language to English (United
States) make the schedule setting, then reset the language to your normal
choice. This works because the default clock format in English (United
States) is a 12 hour format.
