Problems with replicating SYSVOL

Hello,

we have problems with replicating the SYSVOL.
We would like to have 2 DCs. But the replication of the SYSVOL doesn't
work from the first DC to the second.
On the first DC there is no replica set to find. When I do dcdiag I get
the following error :

Starting test: frssysvol
Error: No record of File Replication System, SYSVOL started
The Active Directory may be prevented from starting.

In the ntfrs.log I see the following warning :
WARN - Error getting topology for replica root (f:\sysvol\domain);
WStatus: ERROR_ACCESS_DENIED

I checked the security on the specified directory and that looks
allright.

Also there is the following error in the ntfrs.log :
DS: ERROR - Missing set component

When I use ntfrsutl ds I get the following output :

I googled arround for this last error but I can't find anything about
it.

I also have ultrasound installed to troubleshoot replication problems
but as I said we have no replica set at all, so there is nothing to
troubleshoot for Ultrasound.

Can anyone help me to get a new working replica set?

I had already tried this one. But when a come at the point to set the
BurFlags entry under the registry subkey
HKLM\System\CCS\Services\NTFrs\Parameters\Cumulative Replica Sets\GUID
there is a problem. There is no key GUID.
As I said in an earlier post, there is no replica set at all.
So, if anyone can tell me how to create a replica set i really
appreciate it.
