problems with Outlook express/Mailwasher

when using outlook express or mailwasher, I get
disconnected from my ISP mail server. My ISP think I am
having a problem with tcp/ip. I have tried to find a way
to rebuild tcp/ip on Windows XP Pro. Any help would be
appreciated.
