Problems with my DVD burner and Card Reader in Vista

I have Vista Home Premium on my Asus F3JP notebook. Everytime I want to
watch or burn a DVD disk, I get an error saying that there is a conflict in
region codes between the video card and dvd drive. The only solution I have
found for this is to reinstall the video card drivers from ATI, then
everything works until I have to reboot. The other problem I have is that
when using my integrated memory card reader or even a high-speed USB 2.0
external card reader in Vista, performance is horribly slow. It takes about
an hour just to format a San Disk Extreme III SD card, when my much older XP
Pro notebook does this task in about a minute. No SD cards pass the
ReadyBoost test as they are all deemed too slow. If anyone has any advice
for these problems, I would appreciate it greatly! I am contemplating doing
a clean install of Vista in the next week or two if I can't solve one or both
of these problems.

Jeff,

The Region Code for the DVD-ROM drive is set under the Properties for the
drive in Device Manager. I've never heard of a Region Code for a video card.

There are too many variables involved when it comes to troubleshooting USB
card reader issues, so I'm reluctant to speculate about that. You could try
using google to search for a solution. A good search term is key to getting
good hits. I'd search on: troubleshooting USB connection problems. You
might get some good leads.
