Problems with MSDART.DLL file

Whenever I log on using Windows XP I get the message 'The procedure entry
point GetTextExtentPointI could not be located in the dynamic link library
MSDART.DLL'.

This also occurs whenever I try to run programs such as Works Calender or
Picture it publishing, and prevents them from working.

I guess these programs are trying to retrieve information from the Windows
XP DLL file unsuccessfully, is the problem with the DLL file itself, and how
can I fix it?

I have the exact same error message on the comp I'm on at work. I
mistakenly deleted Windows 2000 Service Pack 4. That's when I got the
error message. How do I get that file back, so that program runs
correctly?
