Problems with Junk Folder and Rules

I'm having a problem with rules not applying because the message is getting
sent to the Junk Folder. It appears that some messages that I have tried to
divert to a special folder, don't get diverted, but wind up in the Junk
Folder. So, I thought that evidently if Outlook thinks it's Junk Mail, the
rules don't apply? What's Up with that? I've seen comments here about the
Stop Processing action, but I don't understand how that works.

Junk filter takes precedent -- if it's identified as Junk Outlook just sends
it straight to the Junk E-mail folder.

Do not pass go, do not collect $200.
