problems with encoding in ie

How do you keep the encoding on every web page the same? I set mine to
Windows European (Windows) not auto Select but when I got back to that same
page it's changed to Windows European (ISO) and that is not what I want is
this something we have no control over? I just can't seem to figure it out.
I am running IE 6.0
