problems with background colors

Hi,
I recently discover à new problem on my windows xp home.
All background picture on web sites do not display, also in excel xp a can't
change à bacground color on the cells.
The color table exist but clicking in different color do not make any changes.

You may only be using 256-color display. Go to Control Panel > Display
Properties > Settings.

What do you see listed under Color Quality?
 
i'm on 32bit color
