Problems viewing visible layers in preview or webbrowsers in Fron.

After creating layers and inserting pictures or other files in design mode, I
switch to preview and sometimes to browsers to check how things are looking.
Some of my layers do not appear at all in preview. These layers are marked
"visible" and really there doesn't seem to be a logical reason why I'm having
problems seeing these things. I'm not messing with any code, just inserting
layer and inserting a pic. Sometimes things appear fine in preview,
sometimes they don't. Anyone know why? I know my way around Frontpage
pretty well and this is the only problem I'm having...anything obvious I'm
missing?
