FP 2003 Problem - Layers and Moving Text Boxes!

Hi,

The site I am working on is http://www.whitehorseceltic.co.uk

I have inserted two layers to get the exact positioning I require for my
'league table' record and my scrolling marquee.

However, after inserting these layers the whole site starts to 'mis-behave'
when I try to update it.

For example, when I create a new text box, all the other text boxes move
slightly so they are misaligned, and when I change the image in my boxes (as
a fill) the same thing happens!

Is this a problem everyone is aware of? Is there another way of getting
exact placemement without using layers?
