Problems sending from Outlook - error 553

Hello!

Have been having problems all day with not being able to send and/or receive
in Outlook (Running MS Office Small Business Edition 2003). We are running
on a Dell Inspiron Laptop with Windows XP. Currently, the following error
message appears when I try to send; receiving is fine ... for the moment.

Your message did not reach some or all of the intended recipients.

Subject: test
Sent: 1/6/2006 12:59 AM

The following recipient(s) could not be reached:

'(e-mail address removed)' on 1/6/2006 12:59 AM
553 sorry, relaying denied from your location [24.56.199.173]

This is only the current problem; earlier, I couldn't send or receive - the
tray only showed "preparing to send/receive" - and shutting down/restarting
at least allowed me to receive again. I have checked the smtp authentication
box in email settings and have pinged and telnetted as mentioned in an
earlier post. Also made an exception for Outlook in Firewall and disabled
the outgoing email scan in Norton. For a brief time tonight I was able to
send a few emails, but I don't know why it suddenly worked or why it suddenly
quit. BTW, in test settings, the test email does get sent and shows up in
our inbox.

Our business depends on timely receipt of and response to email messages and
we have basically been out of commission all day. Any help will be greatly
appreciated!
