problems reformating

Okay, I've reformated my computer several times before and as far as I can
remember I've never had this problem. I boot from my windows xp home CD it
works fine, I click on install windows, fine and then I get to the license
agreement. Heres where the problem is. I scroll through the entire license
agreement and then hit f8 to accept and nothing happens! All of the other
commands (esc, pageup, pagedown) work fine, but it wont let me accept the
agreement and start the reformat! So I can't reformat my computer because I
can't accept microsofts license agreement. The keyboard, which I haven't had
any problems with yet, is a microsoft wireless comfort keyboard. Why can't I
accept the agreement? is there anything I can do about it besides buying a
new keyboard just to reformat my computer? would a different keyboard make
any difference at all anyway? HELP!!!
 
Open your BIOS and set the USB setting to "native mode"
rather than "enhanced mode".

I've looked all through my BIOS, it's a american megatrends one, how do I get
to the part where I change my USB settings?
