Problems on opening of Programs

I think my computer got a virus that don't allow me to open any of the
programs in my computer, including system restoration. Now, I'm unable to run
any programs, whether from the start menu or from the desktop. When I click
on the programs, there will be the running cursor, but nothing else happens.
I can't even run a virus scan. Pls help
