Problems launching Internet Explorer

I have an adsl router that splits internet access between my laptop and
desktop. My laptop is running windows xp and my desktop windows millenium
edition.

On my desktop, i am unable to launch internet explorer after double clicking
on the icon. after several attempts at this it does not launch.

I have checked the connection settings and it is set to dial the broadband
connection as a default.

I have no problems connecting to the internet on my laptop.

Please can anyone suggest what the solution may be.
