Problems installing Windows Media Encoder

I've just picked up my new computer with Windows XP Professional yesterday
and I'm having problems installing Windows Media Encoder. It hangs during
the installation - the first time I tried I had to shut down the computer.
I then tried to uninstall it since it had partly installed but couldn't do
that. I tried the installation again but it wouldn't allow me to do it. I
then installed some other software and when I installed Acrobat Reader 6 it
said there was a part installation of Windows Media Encoder and allowed me
to remove that to allow the Acrobat installation. I then installed more
software before trying Windows Media Encoder (9) again. It gets as far as
"Installing the Windows Media Runtime files..." but hangs there - I left it
for 90 minutes this morning before turning off the computer.

I would appreciate any suggestions on how to solve this problem. I used
Media Encoder on my previous system without any problems. I'm thinking
about re-installing Windows and then trying to install that first but I'd
prefer not to have to do that since I already spent about 6 hours last night
setting up the computer.
