Problems installing software

I guess that this problem I'm concerned with relates to an even larger
problem! I've just installed XP Home w/SP-2 on a new hard drive (HP Pav
9870, after a catastropic loss of ME and the old drive). I used the CD that
came with the new HD to format and partition, then used the XP CD; whilst
downloading, I noted that several XP files didn't load and would hang until I
clicked Esc. Another thing is that Install kept cycling again and again
until I'd had enough and removed the CD. Now, I've a functional XP except
when I try to download some of my favorite programs from CD; it seems to
recognize that I've inserted a CD but then hangs before the CD drive starts,
and then becomes non-responsive. I've discovered that I can install some
programs in Safe Mode, but not all, like Photoshop and Norton. Another
problem is that Windows doesn't recognize all of my drives, and the Install
Hardware Wizard can't even find it, though it's connected. What can I do
next to correct the problems?
 
Check to see if the formatting disc installs a program like Ontrack onto the
drive. If so, chances are it's interfering with Windows' operation. Check
your PC manufacturer's documentation and/or web site to determine if there is
any reason (capacity, etc) that your new hard drive would need Ontrack-like
software in order to work with your system. If your system does not require
drive translation software, try to use the formatting disc's utility to
remove the translation software and perform a clean installation of Windows.
