Try replacing the software hive:

Boot from your Windows CD. When prompted, coose r for repair, then c for
recovery console.
When prompted,
Enter the # of the operating system you want to enter.
Press Enter.
Enter your Administrator password and press Enter.
Type in the following commands in the following order to replace the
software hive.
Type them in exactly as they appear. If it was an upgrade, replace
"winnt" with "windows", and always replace "x" with the drive letter of the
installation.
cd system32 [Enter]
cd config [Enter]
ren software software.old [Enter]
copy x:\winnt\repair\software [Enter]
Exit

Try to boot the system normally. You can then recover your data files.
NOTE: You will have to reinstall applications after the above proceedure.
