Problem with Windows Shortcut keys

This is a weird problem.....

Although pressing the Windows key (WinKey) brings up the Start Menu,
pressing WinKey plus another key (such as E for Windows Explorer or
Pause/Break for System Properties) does not work.

Is there another setting in the registry I should be looking for. The WinKey
is not disabled.

Nevermind, figured it out. It turned out to be a setting in TweakXP.
