Problem With Windows Installer

When trying to install a program, windows gives me this
error "1607: Unable to install InstallShield Scripting
Runtime". This has happened before, and the only way I
could fix the problem was by reinstalling windows. I am
not sure how Windows Installer could have gone bad, for
the fifth time no less. There must be a better way of
fixing Windows Installer. Any help would be gladly
appreciated. Thankyou.
