Problem with Outlook opening Hotmail

MS Outlook 2003 is suddenly having problems getting into my hotmail account.
It was working fine untill recently. Now 80% of the time, when it does an
automatic check for incoming mail I get the following message:
"connection to the server could not be established.
Http://services.msn.com/svcs/hotmail/httpmail.asp is now in offline mode."

This is happening so often lately it has become quite frustrating. I paid MS
for the ability to use this option.

Has anybody got any suggestions or do you know if MS is having server
problems?

Cann MSN and ask them. You pay for support. Take advantage of it.

The hotmail support page does not give a telephone number.
I would call if I could.
Do you have the number?
