Problem with Desktop background

I can not change the desktop background on my PC. I recently deleted spyware
programs which were located by my virus scan. Now, my desktop background is
only blue. The properties tool bar will only allow me to change the color
but will not allow me to select a preprogrammed option or to select a picture
form My Pictures as a background. What do I do?

Allow WallpaperBackground Changes - Disable
